2. Startup Village Entrepreneurship Programme (SVEP):
Centre for Entrepreneurship Development (Tamil Nadu) is empanelled as a Project Implementing Agency (PIA) for implementing of Startup Village Entrepreneurship Programme (SVEP) by Ministry of Rural Development (MoRD) under National Rural Livelihood Mission.
Rationale of the SVEP Scheme:
The SVEP Scheme is being implemented in Thirumangalam Block to help the rural poor come out of poverty by helping them set up enterprises and provide a hand holding support till the enterprises stabilize. It has been proposed to nurture 2400 micro enterprises in a span of four years which can be new as well as existing enterprises. CED (Tamil Nadu) has been contracted by TNSRLM to function as the Project Implementing Agency.
The SVEP Scheme has been designed to provide the following support:
Under the said scheme, CED (Tamil Nadu) will be facilitating and motivating the Rural Entrepreneurs to establish sustainable Micro Enterprises. As part of the scheme during the current year 2024-25, CED (Tamil Nadu) is training 600 women micro entrepreneurs (both new and existing entrepreneurs). CED (Tamil Nadu) has appointed a qualified and trained professional as Mentor to guide and counsel the 25 identified and trained Community Resource Persons – Enterprise Promotion (CRP-EP). The CRP-EPs motivate the potential women entrepreneurs as well as existing entrepreneurs for establishing new and sustainable micro enterprises and develop the existing enterprises respectively.
The SVEP scheme is adopting multiple strategies to identify the potential women entrepreneurs as well as the existing entrepreneurs who require support and guidance for their sustenance and growth in terms of credit linkage and marketing assistance. Accordingly, the Community Based Organizations (CBOs), such as, Panchayat Level Federation (PLF) members and Village Panchayat Resource Centre (VPRC) members and SHG members in each of the 38 village panchayats are being trained during the current year. In each panchayat, 30 CBOs are being trained through an intensive 3-day training programme in the respective VPRC building. The training components cover entrepreneurial competencies, business opportunity guidance, project report preparation, credit linkage and marketing support.
An illustrative list of Success Stories of women micro enterprises trained under the SVEP scheme is provided under Success Stories of Entrepreneurs in our website.

3. AC & ABC Scheme of the Ministry of Agriculture and Farmers’ Welfare, Government of
India through MANAGE, Hyderabad
Government of India through its Ministry of Agriculture and Farmers Welfare has introduced an innovative “Agri Clinics and Agri Business Centres (AC&ABC)” Scheme. The above scheme is being implemented by National Institute of Agricultural Extension Management (MANAGE), Hyderabad through its Nodal Training Institutes throughout India. MANAGE has recognized Centre for Entrepreneurship Development (Tamil Nadu), Madurai as a Nodal Training Institute during 2017 – 18 to impart training in this part of the country. This Agriculture EDP training is a two months residential programme and the entire expenditure is met by the Government.
The purpose of the training is to provide extension and other services to the farmers, support agricultural development and to create gainful employment and profitable self employment opportunities to the persons who have studied agricultural related courses. The unemployed graduates / post graduates / diploma holders in agriculture and allied science courses can utilize this good opportunity. The above training is a two months residential programme and offered Free of Cost to the beneficiaries. They need to pay only an application-cum-registration fee Rs.500/- payable to MANAGE, Hyderabad.
Subsidy pattern under Agri Clinics and Agri Business Centres (ACABC) Scheme has been revised from “capital and interest subsidy” to “Composite Subsidy” which will be back-ended in nature. It will be 44% of project cost for women and SC/ST candidates and 36% of project cost for all other categories of entrepreneurs. Further, the ceiling of project cost for subsidy has been enhanced to Rs.20 lakhs for an individual project and upto Rs.100 lakhs for a group project.
CED (Tamil Nadu) conducted 3 batches of Agri EDP during 2017 – 2018, benefiting 62 candidates, 4 batches during 2018-2019 benefiting 81 candidates, 4 batches during 2019-2020 benefiting 100 candidates and 1 batch of 17 candidates during 2023-24. Thus, CED (Tamil Nadu) has trained 260 candidates. The success stories of 130 candidates were shared with MANAGE, Hyderabad.
For the current year 2024-25, MANAGE has issued a notification dated 22nd October, 2024 with the liberal sanction of financial assistance and inclusion of other relevant science candidates, such as, Botany, Zoology, Chemistry and Life Sciences.
